First of all it wasn't buckshot. Buckshot would have killed him. It was birdshot. Which barring a direct blast from six inches away(or some approximation there of). Will not typically be lethal to a person. Just makes for a really, really bad day.
As for the bickering going back and forth about this. Would it be at all as big a deal if it wasn't a Conservative Republican politician who shot the guy? I doubt it would have made anything more than local news. Or, what if it was a Demacrat(yes there are dem. hunters) that was doing the shooting?

Anyway, I want to point out that getting shot with birdshot is not as small a thing as some seem to think. The trouble is, there is also a packed wad pushing all of the birdshot out. Sometimes this will hold together and act a little bit like a .45 slug out to 20-30 meters.
The dude is lucky it was only a 28 guage, as I think a 12 or 16 guage would have killed him.
