The UK plans to establish a global extremist database. The database would list "unacceptable behaviors" like radical preaching, websites and writing articles intended to foment terrorism. British Home Secretary Charles Clarke also plans to expand the definition of 'direct incitement' to include 'indirect incitement to terrorism.' The new definition "targets those who, while not directly inciting, glorify and condone terrorist acts knowing full well that the effect on their listeners will be to encourage them to turn to terrorism." Getting listed could mean expulsion from the UK [correction: expulsion isn't an option yet] or being denied entry into the UK:

I'd like to see the US set up such a list (or at least in conjunction with the UK) for just such a purpose. However, the lefty "internationalists" in our country will apply the free speech amendment to fight it, even if our constitution doesn't protect those who are not citizens. They'll waste more of our time and resources in doing it too, because that is what they do - obstruct for the sake of obstructionism. There's been too much precedence pointing to the probability that that's exactly what will happen.

There over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty.
