Car Bombings 'Not Beneficial'

The headline is Palestinian PM Criticizes Militant Car Bombing, but what qualifies as criticism in Tattooine?

Palestinian Prime Minister Ahmed Qureia, in a rare criticism of Palestinian militants, has denounced a car bombing that caused both Israeli and Palestinian casualties.

Mr. Qureia told reporters in Ramallah Thursday that the bombing was not beneficial to the Palestinian people.

At al Reuters the headline is "Qurie Condemns Bombing". This is how followers of the Religion of Peas condemn murder:
Such operations at this time and under these circumstances are not good for the Palestinian people. On the contrary they will negatively affect the Palestinians
Right, that sounds like condemning to me.
