So have you got a first-hand reference for the suggesting that [1] Sudan made this offer to the US and that [2] the US declined this offer for the handover of OBL ?
Because this is the first I've heard of it after reading around half a dozen accounts of OBLs time in Sudan and the actions of the US, Sudan and Saudi Arabia at that time.
I must say I find it odd the counterterrorism officials, heads of CIA stations, investigative reporters covering OBL since the 90s and those actually intent on writing "tell-all expose" accounts who wrote all these accounts of the OBL threat never thought to mention this once... while at the same time mentioning offers that Sudan did make about turning things over to the US which didn't include OBL personally as well as negotiations for states to extradite OBL which didn't include the US.
Lot of authors who spent a lot of money travelling throughout the middle east, africa and south asia to compile first hand accounts, interviews and research who didn't come back with that little gem you have apparently uncovered on your own. Well... not most of them... all of them.
