WorldNetDaily says its a picture of where the Democrat party want to take the US. I think that's half right considering practical political realities (expediency for power). They won't mind killing to solve social problems that don't benefit them, but more babies born without much hope mean more socialist control, and how much they really care.

I would need more information on this story before jumping to conclusions (I get a lil' pissed when no linkage back to original source for verification is available). Euros however (especially the Northern ones) have been in the historical forefront on forced sterilizations and later abortions as a solution to dealing with undesirables within their societies.
